After a series of gruesome murders perpetrated against young Russian-American women by a sadistic sociopathic killer, the LAPD grow worrisome that they have not being able to identify this "Black Rose Killer." Running out of options, the head of the investigation team decides to bring in Russian Police Major, Vladimir Kazatov. The hope is that Kazatov will be able to bond with the community, therefore building trust and getting to the bottom of this investigation. Kazatov gets partnered with detective Emily Smith, and they slowly start to put together the pieces. However, the closer they get to solving the case the more they put their own lives in danger. The deeper they get into the investigation, the more bodies start to pile up, and yet it seems like the killer is not who he appears to be.
